When should we make the decision to put our 15 year old Shih Tzu to sleep?

Our 15 year old Shih Tzu has had 2 strokes. She usually gets better after each episode, but never 100%. I think she had her third one yesterday. She started vomiting, her eyes were jumping around, and this morning, she can't stand or walk. She usually eats a lot, but today she refused to eat. I gave her some water, which I had to hold right under her nose, and she vomited it all up. In the last year of so she has become blind in one eye and I don't think she hears very well. I have read many articles that tell you that the quality of life in a pet is not good if they have the symptoms that our little Ginger has. Should we have her put to sleep. We have the usual feelings of guilt, anger, worry if we made the right decision, sadness, etc. But above all, we don't want her to be in any pain, be uncomfortable, or not able to live life to the fullest.
